National Meet PAC Board of Trustees
Meeting Minutes
South Bend, IN
June 20, 2007


President: Donald Taccone called the meeting to order at 9:00am.

All of the officers and trustees were re-elected for their respective terms

There was one spelling correction submitted for the Salado Minutes

Correspondence: none

Financial: Dudley Morrison passed out and reviewed the Financial report to date for Fiscal Year 2007 (please see attachments)

Executive VP: Bonnie Franko – no report

Packard Motor Car Foundation: John McArthur provided the update on the progress being made to the facilities at the Proving Grounds. The major fund raising campaign is under way. 450 packets have been mailed out while improvements continue daily. The contract is about to be let for the restoration of all of the windows and doors. On February 1, 2007 the Proving Grounds was designated a historic site by the National Historic Register. The plaque is in place. With this designation, additional grant possibilities exist.
The remains of the towing dynamometer car have returned to the Proving Grounds. Marvin King is putting together the history on the vehicle and has located a car body. The primary components are still there to begin the restoration with the new body.

George Hamlin stated there is a box on the application for the 2008 National Meet in Des Moines to make a contribution to the Proving Grounds.

Committee reports:

1. Regions: Bob Teller - passed out and reviewed the Regions Report (please see attachment). We have two new regions: River Raisin Packards and Quebec Packards. Bill Friedrich stated when a region closes, the charter and the remaining funds need to be returned to the National Club.  Bob stressed the importance of sending a written proxy to the PAC Secretary.

2. Marketing: Stella Pyrtek-Blond - passed out marketing material. We are still running advertisements in Hemmings and the Hershey AACA booklet.

The Governor of Oklahoma signed HB2051 which allows 25 year and older automobiles to be inspected annually for $8.00 or owners can purchase a 10 year tag for $75.00. The Governor of California supports the state clean air acts and sees the automobile as the biggest polluter. He also supports scrappage programs for old cars. Crushing 100,000 cars is an objective. The I.M. Review now has an 800 number you can call for smoking cars. They would also like to see ALL cars including antiques smog checked. California Bill AB118 will raise vehicle and boat registration fees to fund alternative fuel research

3. Membership: Mike Rigsby - passed out and reviewed his report (please see attachment) with the updated numbers through June 13th.  Donald Taccone asked that the Total Life Membership number be corrected as it doesn’t add up correctly. Mike Book stated the club was generating new members from multiple sources.

4. Long Range Planning: Paul Delaney - presented his report: Dwight Heinmuller will host the November Henry Joy Tour in Virginia. To date 20 Packards are registered. Paul asked that he be contacted for future Henry Joy tours or other National PAC events.

2008 National Meet-Des Moines, IA: Rick Hickman gave a brief presentation on the meet and let everyone know registration materials were available at this years meet. 2009 National Meet: discussed in New Business

5. Publications: Bud Juneau - presented the report on publications. Both editors are getting on a set schedule allowing the publications to come in a timely manner. National membership applications will now be available four times per year in the news bulletin.  Bud asked that Mike and Nancy Book be recognized since they have handled everything pertaining to the registration for this meet.  Stuart Blond stated the summer issue of the magazine is in the mail. The spotlight story is “What would a 2015 Packard look like”. NorCal Region offered four scholarships for automobile designs paid for by the 2003 National Meet. The autumn issue will be on overseas Packards. Future issues will be “theme” oriented. 

George Hamlin recognized Stuart as a “Golden Quil” winner this year.

Craig Handley also stated the June issue of the news bulletin was in the mail. It included the Hershey Minutes. The newsletter copies are now being sent to the library.

6. Chief Judge: Ed Franko – there will be 36 cars judged at this year's national meet. The James Nance Trophy needs to be replaced with a new one due to the lack of room for additional annual plaques.

7. Legal: Ed Jones – no legal issues to report, peace in the Packard World.

8. Technical: Gary Thomas – there are questions about different oils in an article in the June issue of the news bulletin. Bud Juneau followed up and stated that oils with a rating of “SM” need an additive. The ideal oil is rated before the rating of “M”. The reason for this is oil companies are removing the Zink content.

9. Projects: Jay Hubbard – everything is up to date and we are increasing the decal numbers. Jay looked into a new project for the reproduction of post-war plastic emblems. However, they are very costly relative to the number we would have to order.

10. International: George Hamlin – reviewed his report and asked everyone to send any region corrections in promptly so he could update the information.  Packardclub.com is being abandoned. George would like for PAC to get the regions to have the trademark in each regions name for exclusive use. 

11. Website: Marshall Katz – reviewed his report (please see attachment), thanked Mike and Nancy Book, Jay Hubbard and Dudley Morrison for their assistance with the shopping cart. 
Marshall stated the gift memberships are becoming more popular and he is setting up the shopping cart to accommodate this feature. The new webmaster trophy was on display for everyone to see. 

12. Special Awards: Marvin King – all upcoming awards were announced as being ready

15. Packard Truck Organization: David Lockard – N/A

16. America’s Packard Museum: Marvin King announced the museum has received a donation of a 1939 Rolston Town Car and thanked PAC for the recent donation.

17. National Packard Museum: Stuart Blond gave a status report on the recent expansion and provided copies of the upcoming events and newsletter/application available to all.

Old Business:
Phil Teagarden of East Grand Packards gave a presentation for the summer Henry Joy Tour for upstate New York, August 17-21, 2008: Paul Delaney made the motion, seconded by Stella Pyrtek-Blond. The motion carried.

New Business: 
Mid America Packards Assistant Director Steve Christy gave a presentation for hosting the 2009 National Meet in Branson, MO. The Hilton will be the host hotel. The better of two weeks will be selected by the region: June 14-20 or June 21-27: Ed Jones made the motion, seconded by Jim Friedrich. The motion carried.

Jay Hubbard made the annual presentation for PAC to adopt the Harrah’s Packards (4) at $100.00 each. Silver Circle Packards maintains the cars with PAC being recognized as the club of record. Bill Friedrich made the motion, seconded by Stella Pyrtek-Blond. The motion carried.

Other
Bill Mitchell announced that shirts would be offered on the judging field for $12.50 each. Packards of Chicagoland also had new jackets available.

Bob Teller announced that Walter Breithaupt was the new Director of Keystone Packards

Donald Taccone thanked everyone for attending and for their time.
