PACKARD MEETING MINUTES -- OCTOBER 2009

Minutes of Board of Trustees Meeting
Hershey, Pennsylvania
Thursday, October 8, 2009
President: Donald Taccone called the Meeting to order at 8:05 PM EDT. He made the welcoming remarks and then began the session.
The Minutes of the National Meet Board Meeting in Branson, Missouri, were approved and accepted as presented.
Everyone was asked to sign the “Get Well” cards for Roger White and Ralph and Annetta Turner. Roger White tripped and fell back in the summer, but he is now doing well. The Turners were in a roll-over accident a number of weeks ago while trailering their 1929 Packard while returning from the Henry Joy Tour. (The cards have been sent.)
President Taccone appointed Michael Franko of Fort Worth, Texas, Vice-President of Membership. The motion to approve this action was made by Paul Delaney. A second to the motion was made by Doug Moore and the motion carried.
Correspondence: None
Financial: Donald Taccone presented the Treasurer’s Report for Dudley Morrison who was unable to attend the meeting. The Club is in sound financial condition, but we need to be cautious with our funds to remain sound during the current economic situation.
Executive President: Bonnie Franko mentioned the condition of Roger White and the Turners and reminded us to inform the club leadership of any illnesses or deaths among our members so that we may keep them in our thoughts and prayers.
Packard Motor Car Foundation: Bud Juneau reported the status of activities at the Proving Ground. Utilities are now installed and various projects are on-going. Fund raising has been somewhat slow because of the national economic situation, but funds are still coming. However, we all need to help out wherever we can with this very worthy project.
Committee Reports - - -
Regions: Bob Teller reported that The Packard Club now has two new Regions. The Eastern Packard Club is now a Region where it formerly was an affiliate and the new Region in France. Mr. Teller gave some background information on Eastern Packard Club. Stella Pyrtek-Blond also spoke about the Eastern Packard Club and how they are pleased to be a PAC Region now. George Hamlin provided background information about the new Region, Packard Club of France, in which he detailed the work involved in establishing the Region. He commended all involved for their hard work in these projects and welcomed the new Regions to PAC.
Mr. Teller further spoke about having various Regions sponsor a Henry Joy Tour. He said, “These tours are fun, so come on out!”
Also, Mr. Teller asked that ALL Regions please send him a copy of each issue of their regional publication.
Nominating Committee: Mr. Teller gave a report on the activities of the committee consisting of Paul Delaney, Bob Teller, and Michael Franko. They are working on nominating people for trustee positions and officer positions in preparation for the coming elections this winter. Mr. Teller next addressed the subject of Emeritus Trustees saying the Committee recommended Mr. Wayne Parsons, Mr. Jack Price, and Mr. Russ Murphy for that status. A motion to accept the Committee recommendation was made by Tom Hickey with a second to the motion by Brian Burke. The motion carried.
Marketing: Stella Pyrtek-Blond presented a report on the activities in California concerned with smog control. There is a move to bring pre-1976 cars back into the smog testing programs. Further, a group out there wishes to test motorcycles for pollution. In other action the California Senate approved a bill that would make it easier for insurance companies to steer car owners to company-approved auto repair shops
In connection with Marketing, Bonnie Franko reminded everyone that Round Up magazine also is carrying PAC advertising.
Membership: Donald Taccone gave the Membership Report for Michael Franko saying that our membership is generally steady. He then introduced Mike and Nancy Book, our Office administrators. Mr. Book said that he feels our slight membership drop is only temporary and will improve when the economy improves. He said that membership in other automobile clubs has dropped somewhat also, but PAC is holding up well with membership in comparison with other groups.
Long-Range Planning: Paul Delaney reported that the 2010 National Meet in .Gettysburg, Pennsylvania, looks like it will be a large meet. This is a July event which is a change since we usually meet in June. The purpose of this July date is that by mid-July, hopefully, many of the tourists of the early summer will be gone. Bill Johnson gave a planned schedule-of-events. He mentioned in particular the “early-bird” tour, the Antietam tour, the Gettysburg tour, and the Eisenhower farm tour. The schedule-of-events will be published shortly in The Cormorant News Bulletin. Remember July 17- 23, 2010, in Gettysburg. See you there!
George Hamlin began a discussion of the location for the 2011 National Meet. He said Packards of Chicagoland and Hawkeye Packards would like to host the 2011 Meet in Dubuque, Iowa. He said hotel rates are reasonable and there are many attractions in the surrounding Iowa and Illinois area. A motion by Donald Taccone to accept the Dubuque invitation with a second by George Hamlin was approved. So, we will go to Dubuque in 2011. Mr. Delaney asked that any Region interested in hosting the 2012 National Meet contact him. Detroit is the location for 2013.
Publications: Bud Juneau reported that all publications are on schedule and there are no problems with publications. Stuart Blond spoke about the status of the new Cormorant featuring the 1957 Packards and Clippers. Then he passed around the working copy of the winter issue. Please send any articles to Stuart. Mr. Juneau spoke for Craig Handley and said that the next issue of the Cormorant News Bulletin will feature the Branson National Meet.
Chief Judge: Ed Franko said he is still Chief Judge regardless of rumors. At Branson the Frankos had a Packard judged, so he had stepped aside temporarily for that meet. He is now back in his normal position. He said a change for Gettysburg is that the judged cars and the displayed cars will be shown together. Further, everyone displaying a Packard must complete ALL data on the information sheet.
Technical: No report
Projects: Jay Hubbard reported on projects. We have reproduced several technical manuals and he has several on CDs. The hexagon inserts for hubcaps are now being produced. All orders are current.
International: George Hamlin reported on several fine overseas events. He said these folks work really hard to make their events successful and their tours are great. He once again welcomed the Region from France into The Packard Club.
Website: Bud Juneau said the website is looking good. The Forum is up and working. The Classified ad section is almost back up and running, but there is still work to be done to prevent damage to our site. There will be a place where non members will be allowed to place an ad with a small fee charged to a credit card.
Roster Keepers: J. P. McVicker said the Roster Keepers Committee is doing very good work. Thanks to all. The committee would like to consolidate data from roster keepers. More on this later. Also, he pointed out that the roster keepers information is there for all to use. Please do so. Marvin King asked if we could come up with guidelines for roster keepers. Mr. McVicker said this information should be shared and not mis-used by the keeper.
Special Awards: Marvin King said activities are slow.
America’s Packard Museum: Mr. King said the museum is healthy.
National Packard Museum: Charlie Ohlin reported all at the museum is well. He also spoke about the summer’s activities at the museum and said that work has begun on the new addition to the museum.

Closing Remarks: Mr. Taccone thanked everyone for their attendance and their help for The Packard Club. Motion to adjourn by Mike Rigsby with a second by Bob Teller. The motion carried.
